Borders on textured walls question...

Okay - we have a border picked out -it's a 12" border and it is going in the middle of the wall -chair rail height.

I know in an ideal world we would smooth the texture on the wall where the border is going so that it would stick better - however I guess if I don't HAVE to I don't want to since it limits the use of the room wrt resale etc. For that reason we are not putting in a chair rail below the wall paper.

Anyone have any thoughts/experience with this?
If I don't smooth the texture first can I expect the border to come down with a year? two?

What type of texture do you have? We have the "flat"texture if that makes sense. It is textured, but not really bumpy and we have had borders in a couple of rooms and it is still on just fine (about 6 years). Hth!

we have that crows foot or starburst texture...Its not super flat, but sort of.
